Carlotta Harrell is the Chair of the Henry County Board of Commissioners and represents Henry County on the Metro Water District's Governing Board.

Carlotta Harrell began her term as the Chair of the Henry County Board of Commissioners on January 1, 2021.
In 2012 Harrell was appointed to the Henry County Water Authority (HCWA) Board of Directors. Harrell previously provided consulting services as a Project Manager for the Georgia Conference of African American Mayors for 12 years, assisting mayors and cities with identifying over $300 million dollars in funding for infrastructure and economic development projects, connecting public-private partnership opportunities throughout Georgia. She also assisted with strategic organizational structure and planning, developing project budgets, as well as human resource related issues.
Harrell is a managing partner and VP of Business Development with The Harrell Group which is a multifunctional Women Owned Small Business (WOSB) consulting firm. Prior to her work in community and economic development, she served 20 years in law enforcement in the State of Georgia.
